The role of GS1 Barcode in promoting efficient customs clearance in China

Initiative to simplifies and speed up custom clearance in China

With the rapid growth of international trade in China involving various types and quantities of import and export commodities, efficient supervision and customs clearance are increasingly challenging for custom agencies. In order to enhance standardisation of import and export customs declaration, the General Administration of Customs of P.R.C. (GAC) rolled out the GTIN reporting function on its "single window" declaration system on August 1, 2019, marking an important step forward in adopting GS1 GTIN (GS1 Barcode) in customs clearance. In July 2018, a strategic cooperation agreement was signed between GAC and GS1 China, which then jointly established a collaborative model of data sharing and promoted the adoption of GTIN in customs clearance.

According to the unified arrangement of GAC, starting from August 1, 2019, customs agencies all over the country have implemented GTIN declaration on the "single window" platform where enterprises can enjoy an intelligent auto-fill feature by using GTIN, which simplifies and speed up the declaration process as well as improves accuracy.
In supporting the management mode
of China Customs, "Declaration by GTIN" provides a more convenient and faster method for enterprises to complete the declaration form through intelligent auto-fill instead of manual entry.

Potential Benefits

GAC has been working on leveraging GS1 global resources and GS1 organisations’ global product catalogues to receive trade item attribute information from overseas suppliers as the basis of the Chinese imported product catalogue in its dedicated system, and then to accurately identify the imported goods through matching the synchronized source data with the GTIN information declared by importers in the process of customs declaration.

Incomplete product attributes might cause your product being rejected in China customs.

This initiative enhances cross-border risk management while it also aims to improve public and environmental safety. China customs can also use GS1 Barcodes to expedite highly productive inspection and improves the predictability of product movement for suppliers and importers. Expedited shipments lead to quicker time-to-shelf intervals and increased revenue for suppliers and retailers.
Custom Clearance in China
Get started by uploading your product attributes into weCATALOG

Hence, it is important to avoid risk of your product being held at China customs for further investigation by correctly upload your product attributes into weCATALOG. A product must be described accurately with complete attributes. If the set of product attributes is incomplete, your product might be rejected in China customs.

7 core product attributes to be provided:

GTIN, Brand name, Product description, GPC, Net content & Unit of measure, Country of Origin, Product image

We welcome you to report additional attributes aside from 7 core product attributes.

Your uploaded product attributes will be shared with GAC through our GS1 Global Data Pool to support the efficient and accurate customs clearance process. If mentioned product attributes are not complete or inaccurate, it might lead to further investigation of the customs on products. Consequently, unnecessary losses would be triggered for enterprises resulted from customs clearance delay.
